Even for what it is, it's bad.
"I don't need a Z-grade movie with a plot about a female karate champion who's also undercover somehow because she wants revenge on a bunch of criminals to make total sense, but I need it to be a bit more coherent than Silver. Or Silver could've also just been a bit more fun. It was a bit seedier than I expected, though maybe I should've known with that poster. It's also a Takashi Miike movie, and that's what he does, but his better movies aren't just shocking for the sake of being shocking. And then some of his good ones that admittedly are sort of shocking ..."
