"There's something bizarre about this educational short subject. Clearly it's meant for kindergarten students, to try and teach them to be considerate, to think of others, and to get along with their playmates. It does this by having an unseen adult narrator discuss things with the young children who make up the cast, both Johnny, who spends a lot of time sulking, and the others, who don't like his behavior.
