"This series starts to go over the top, having cops do whatever they want to harass or apprehend their foes. Unlike Hill Street Blues (a much better show at this point) there seems to be so much personal stuff ahead of the crimes. David Caruso is on the make all the time. Sipowicz is recovering from the shooting and after getting his job back, he decides to go rogue again. This has to change or the show will get really boring. The nudity is gratuitous. It suddenly seemed to be acceptable in the early nineties, especially for prime time...."
