"Admittedly, everything is a lot better than Discovery but this episode of Picard was better than every episode that preceded it. Again, not a difficult task but it allows me to hope. I suspect they've spent most of the budget on this and we're in for 9 low budget episodes with terrible writing but so far, although mediocre and silly (how did this lot get jobs in Starfleet?), it was a lot better than the disastrously bad Discovery...."

Picard refers to to Elnor as the first "fully Romulan" cadet at Starfleet Academy. The "fully" qualifier is a nod to the character of Simon Tarses from The Drumhead (1991), who was revealed to be one-quarter Romulan.
