The film was first announced in May 2023. David Mamet was set as director with a cast consisting of Courtney Love, Viggo Mortensen, Shia LaBeouf, Al Pacino, John Travolta and Rebecca Pidgeon. However, after delays due to the SAG-AFTRA strike and Barry Levinson retooling the project, half of the cast was replaced. Courtney Love would be replaced by Jessica Chastain, Viggo Mortensen would be replaced by Brendan Fraser, John Travolta would be replaced by Bryan Cranston and Shia LaBeouf would be replaced by Jared Leto, while Al Pacino remained in the cast.
