President Reiss tells the Columbian terrorists that he no longer has the power to surrender the country, or to issue orders to the military, because the 25th Amendment to the Constitution dictates that he gave up those powers the second he stepped out of the bunker. The 25th Amendment was adopted on February 10, 1967 and deals with presidential succession and disability, it clarifies how and when the vice president becomes the acting president if the president dies, resigns, is removed from office or unable to fulfill the duties of the office (Section 1). It also dictates how a vacancy in the office of the vice president can be filled (Section 2) and also provides for the temporary transfer of presidential power and authority to the vice president in certain situations that would prevent, or compromise, the president's ability to carry out the duties (like being held hostage) of the office of president (Section 3). The only time Section 3 has been invoked was when a president required surgery under anesthesia, it was invoked for the first time on July 12, 1985 when President Ronald Regan required colon surgery, he invoked Section 3 before going intro surgery making Vice President George H.W. Bush the acting president from 11:28 a.m. until 7:22 pm that day; it was also invoked twice by President George W. Bush for colonoscopies with V.P. Dick Cheney becoming acting president for 40 minutes the first time and two hours the second, and once by President Joseph Biden also for a colonoscopy which made V.P. Kamala Harris acting president for about 90 minutes, technically making her the first woman to assume the duties of the President of the United States.
